Required Experience: Bachelor’s Degree in Human Resources, Business Administration or related field or equivalent combination of education and experience may be considered in lieu of degree. Minimum 10 years of progressively more complex experience in ERP/SAP human capital management, timekeeping and testing administration. Minimum 5 years of experience managing and developing a diverse group of employees. Minimum 5 years of experience in designing and implementing human capital management or related human resources database module. Knowledge of general Human Resources operations, practices and procedures. Possess advanced knowledge in PeopleSoft HRIS modules with the ability to become proficient in additional modules. Ability to travel to field locations for agency specific training/meetings. Ability to travel to MTA Facilities to assist end users with PeopleSoft issues. Ability to work with diverse people with tact, diplomacy, discretion and sensitivity. Ability to help troubleshoot technical issues and communicate to IT Department as necessary. Ability to work with, train and coach other team members. Ability to prioritize problems and promptly resolve or escalate when necessary. Strong oral and written communication skills. Strong interpersonal skills with the ability to work with and collaborate across the BSC at all levels within and outside the organization. Strong time management skills and ability to manage individual assignments. Strong attention to detail. Demonstrated ability to handle sensitive situations, maintains a high level of confidentiality, work independently and takes initiative. Strong working knowledge of Microsoft Office Suite (e.g. MS Excel, Access etc.). Preferred Masters or MBA. Familiarity with performance metrics and ability to meet identified targets. Working knowledge of service request management tools. Working knowledge and use of office productivity tools and web-based applications. Shared Services experience. Knowledge/experience with T&L system implementation. Knowledge/experience with Kronos. |
Duties: | Technology Management Manage all production support issues and oversee on-going maintenance of Time & Labor applications, including, enhancements, bug fixes, and upgrades. Ensure internal controls are developed and followed. Manage the testing process for any new changes to the T&L system; this includes proper documentation of wand creation of test scenarios, facilitating unit testing and User Acceptance Testing functional documents. Manage the process for pay out of final leave balances; calculations should be properly supported and approved prior to submission to Payroll. Develop business concept/designs for functionality to support efficiencies in business requirements. Supervision/Project Management Manage a staff of three represented employees. Address system issues by conducting root cause analyses and taking corrective action as appropriate. Corrective action can include chairing discussion meetings with IT, Labor Relations, HQ HR and Benefits. Select, develop and motivate management and agreement personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential. Ensure any changes negotiated into any of the of several MTAHQ’s Collective Bargaining Agreements are addressed by appropriate modifications to the Time & Labor system to ensure employees are paid correctly and Leave Balances are credited accurately. Achieves operational objectives by contributing information and recommendations, preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; resolving problems; determining system improvements; implementing change. Change Management Chair/Attend meetings as subject matter expert and able to discuss Time and Labor business processes on a granular and sky-high level. Create, utilize and disseminate metrics to inform managers of outstanding/problematic issues. Works with Communications to draft correspondence on changes that affect employees. Qualifications Complex Problem Solving - Identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Monitoring/Assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action. Considering the relative costs and benefits of potential actions to choose the most appropriate one. This position provides significant input to decisions on creating logic for Time and Labor to ensure HQ complies with statutory and contractual rules and stipulations. Policies are established at the HQ level however; the Sr. Manager provides significant input to the final determination for changes to the process. |
