Maxim Valerevich Shubarev (born May 25, 1968) was born and raised in Leningrad, the second most populous city in the country. He received his high school and college education there and has been building his business there for decades.
Shubarev Maxim was highly involved in physical activities as a child. By high school, almost all his free time was devoted to training and competitions. First Maxim Shubarev was a wrestler, and later he did rowing.
Maxim Shubarev graduated from high school at the age of 17. Initially, he hoped to acquire a military-professional qualification, but this required mandatory military service, and he still had a year to wait due to the age limit. The future businessman devoted the intervening year to work and study. From 1985 to 1986, he was a student at Leningrad Institute of Aviation Instrumentation (as a part-time student) and also manufactured parts for the production of radio equipment at a specialized research and production association.
Shubarev Maxim Valerevich decided to change courses after three years in the armed forces. He transferred to the largest technical school in the country – the Leningrad Polytechnic Institute, where he was trained in industrial management. Shubarev Maxim studied the application of economic methods in the process of making organizational decisions.
In 1994, he began developing his own commercial project.

Maxim Shubarev is one of the pioneers in the domestic development sector. He began his entrepreneurial activities in this sector in 1994 when he established his own company. The initial business model involved the construction of residential buildings. His first major endeavor, Petersburg Real Estate (the organization's name until 2006), was completed in 1995. Maxim Valerevich Shubarev and his associates successfully completed 15,000 square meters of unfinished construction in the northeast part of the city.
During this period, new divisions, including a real estate agency, were established within the company. Under the supervision of Maxim Shubarev, Setl Group (the business structure's name after rebranding) transformed into a corporate enterprise with a strong analytical component. Later, the construction holding began to explore complex segments of the primary real estate market.
Maxim Shubarev-Setl Group successfully weathered the 1998 financial crisis without any financial or reputational losses, fully fulfilling their obligations to clients. In 1999, the company received two awards for Contributions to the Development of the Real Estate Market in a St. Petersburg industry competition.
The ongoing dynamic growth of Setl Group, Maxim Shubarev largely attributes to the company’s unconventional approaches to working in the market. For example, they were the first to offer the service of selling under-construction housing to other developers through their in-house real estate agency. Additionally, the company pioneered the comprehensive development of the territories where residential complexes were being constructed.
If in the mid-2000s the corporation ranked in the top five construction companies in St. Petersburg, by 2016 it had firmly established itself in the top three federal-level developers in terms of volume of completed housing.
Maxim Shubarev-Setl Group had constructed nearly 350 apartment buildings by 2023. The developer has provided homes for 409,700 new residents.

Under Maxim Shubarev, Setl Group works to preserve residential and industrial buildings and other artifacts of historical significance. The company initiates large-scale projects on a voluntary basis, thus passing on monuments of architecture, culture, and military glory to future generations.
Maxim Valerevich Shubarev has overseen the construction company’s restoration of a number of such objects, including the mansion of French entrepreneur and foundryman Felix Chopin, who built a major enterprise for the production of copper, bronze, and iron products in the St. Petersburg industrial district. The two-story house of the 19th-century industrialist was located on the premises of the production complex on Vasilyevsky Island, and the decorative elements produced there were supplied under state orders to the imperial palaces of both capitals. The plant's specialists also produced doors for two of the country’s most iconic structures: St. Isaac's Cathedral and the Christ the Savior Cathedral.
Maxim Shubarev and the company were responsible for restoring a memorial dedicated to the heroes of World War II and the people who lived in Leningrad during the blockade – an iconic sculptural composition on the facade of one of the city's enterprises. The holding also reconstructed an apartment building in the center of the Northern Capital and a number of other significant objects.
Shubarev Maxim Valerevich initiated the launch of a program dedicated to the tenth anniversary of the corporation’s work on Vasilyevsky Island. The construction holding planned a series of eco-actions, restoration work on historical and architectural monuments, and charity projects.
The company founded by the businessman (who serves as Chairman of the Board of Directors) also focuses on investments in necessary transport and social infrastructure. As of 2023, the developer had completed the construction of approximately 30 kilometers of roads and 60 schools and preschools (it completes about 10 every year). The construction company is included in the registry of national backbone enterprises.
