Biography

Barbara C. Guinn is the Executive Deputy Commissioner of the Office of Temporary and Disability Assistance. The Office is responsible for a range of the most important programs that help low-income State residents meet their basic needs and to help those who can work become financially independent. Prior to being appointed to her current position, Ms. Guinn served as Deputy Commissioner for the Division of Integrated Family Assistance which is responsible for policy development and oversight of services including public assistance programs, Supplemental Nutrition Assistance Program, supportive housing, energy assistance, employment services, refugee services and child support services. Prior to joining the Office, Ms. Guinn worked for the New York State Department of Labor and the New York State Division of the Budget.

Ms. Guinn received her Master of Public Administration from the University at Albany, Rockefeller College of Public Affairs and Policy. She also holds bachelor degrees in Political Science and Business Management from North Carolina State University.
